Centre Moves to End Telangana–Maharashtra Tummidihatti Deadlock

Water resource management in peninsular India has historically served as a delicate balancing act, intricately tied to inter-state diplomacy, agricultural livelihoods, and regional political ambitions. In the latest chapter of cross-border water negotiations involving Telangana and its northern neighbor Maharashtra, the focus has locked squarely onto the strategic Tummidihetti barrage project.
Amidst ongoing efforts to optimize regional irrigation frameworks, Telangana Chief Minister A. Revanth Reddy recently led a high-level delegation to New Delhi to press the central government for formal mediation. By requesting the Ministry of Jal Shakti and the Central Water Commission (CWC) to facilitate structured dialogues with Maharashtra, the Telangana leadership aims to unlock critical developmental bottlenecks surrounding the project's Full Reservoir Level (FRL) and secure long-term agricultural prosperity for northern districts.
To fully understand the gravity of the ongoing discussions, one must look at the historical and structural background of the Tummidihetti project, which forms a cornerstone of the broader Pranahita-Chevella initiative. Proposed across the Pranahita River-a major and vital tributary of the Godavari-the barrage is strategically intended to channel water resources toward the historically dry and backward tracts of the erstwhile Adilabad district, alongside neighboring regions like Nizamabad, Karimnagar, and Medak.
However, progress on the project has faced persistent friction over technical specifications, particularly concerning the exact height at which the barrage should be engineered and constructed.
The primary agenda of the meeting between Telangana Chief Minister A. Revanth Reddy and Union Jal Shakti Minister C.R. Patil was to secure central intervention and mediation to resolve the long-standing inter-state dispute with Maharashtra regarding the Tummidihetti barrage project.
Specifically, the discussions focused on:
Height Revision: Persuading the Maharashtra government to agree to raise the proposed barrage height from the previously discussed 148 metres to 150-152 metres.
Gravity Flow Optimization: Emphasizing that a 150-metre height would enable Telangana to utilize its allocated Godavari water allocations via natural gravity flow, eliminating expensive and energy-intensive lift irrigation systems.
Addressing Submergence Concerns: Assuring central authorities that the increased height would keep total land submergence well below 1,000 hectares, thereby mitigating environmental and displacement concerns for neighboring Maharashtra.
Central Facilitation: Requesting the Central Water Commission (CWC) to coordinate structured, official dialogues between engineering and administrative officials of both states to reach an amicable consensus.
The core of the current disagreement stems from differing perspectives on water storage capacity and permissible submergence limits. Under previous inter-state understandings and board-level discussions, the Maharashtra government had expressed consent for a barrage height capped at 148 metres.
Telangana’s irrigation planners and technical committees, however, argue that a 148-metre structure fails to generate the requisite head of water needed for efficient, large-scale distribution. State authorities maintain that keeping the height restricted to the lower threshold severely curtails the project's overall utility, making it mathematically and practically difficult to draw sufficient volumes of water to satisfy the extensive drinking and irrigation demands of northern Telangana.
To address this limitation without triggering major geopolitical resistance, Telangana’s engineering experts have advocated for a balanced, middle-ground technical modification: raising the barrage height to somewhere between 150 and 152 metres.
Backed by detailed feasibility studies conducted by specialized institutions, the state government presented data indicating that an incremental increase to 150 metres would dramatically alter the project’s operational efficiency. Most significantly, a 150-metre threshold would allow the state to channel water through natural gravity-flow mechanisms rather than relying exclusively on heavy-duty, energy-intensive lift irrigation pumps.
Shifting toward a gravity-fed distribution network would translate to massive long-term savings in electricity consumption and recurring operational overheads, while optimizing the utilization of Godavari water allocations.
Crucially, the Telangana administration has sought to proactively alleviate concerns regarding land submergence across the border in Maharashtra. Addressing fears that a higher water level would displace communities or flood vast tracts of neighboring territory, Chief Minister Revanth Reddy assured central authorities that scientific assessments point to minimal environmental impact.
According to state reports, even with the revised height set at 150 metres, the total submergence area would remain strictly contained below 1,000 hectares, with a significant portion of that impact localized directly within the riverbed itself. Furthermore, the state government has explicitly signaled its willingness to address any genuine grievances from the neighboring state, including offering fair financial compensation and rehabilitation packages should any localized areas in Maharashtra experience unforeseen backwater effects.
Recognizing that bilateral negotiations between neighboring states can often become entangled in political posturing and bureaucratic inertia, the Telangana government has systematically pursued central mediation.
During his visit to the national capital, Chief Minister Revanth Reddy, accompanied by state Irrigation Minister N. Uttam Kumar Reddy and a delegation of Members of Parliament, formally placed the matter before Union Jal Shakti Minister C.R. Patil.
The delegation walked the central minister through the technical advantages, economic justifications, and regional urgency of the revised project layout, emphasizing that an amicable resolution would serve the broader interests of both states within the federal framework.
The response from the central authority indicates a positive administrative movement. Union Minister C.R. Patil acknowledged receipt of the communications routed through the prime ministerial and ministerial channels, confirming that the Central Water Commission (CWC) would soon convene a dedicated inter-state meeting to address the dispute.
By stepping in to facilitate structured discussions, the CWC is expected to provide an objective, scientifically vetted platform where irrigation engineers, technical experts, and administrative representatives from both Telangana and Maharashtra can evaluate the data transparently, review submergence maps, and arrive at a consensus.
For the ruling administration in Hyderabad, securing a favorable outcome on the Tummidihetti barrage height is more than just a bureaucratic milestone; it carries immense political and economic significance. Fulfilling promises related to robust irrigation infrastructure and ensuring reliable water delivery to parched agrarian belts remains a critical benchmark for public trust.
As the Central Water Commission prepares to set the stage for these crucial inter-state talks, all eyes will be on how effectively center-mediated diplomacy can bridge the gap between regional aspirations and cross-border cooperation, paving the way for a sustainable blueprint on the Pranahita River.
