Pre-Poll Bihar: The Battle of Promises — A Flood of Political Assurances

As the 2025 Bihar Assembly Elections draw near, a fierce contest of promises has gripped the state’s political landscape. From the Congress and RJD on one side to the NDA alliance of JD(U) and BJP on the other, every major party is unleashing a barrage of pledges aimed at capturing the minds - and votes - of Bihar’s citizens. Women, youth, farmers, and job-seekers stand at the center of these assurances, as parties compete to turn hopes into votes.
Congress: Rights-Based Welfare - “Garantiyon ka Guldasta”
The Congress party has launched its campaign with a renewed emphasis on citizens’ rights under the banner “Garantiyon ka Guldasta” (Bouquet of Guarantees). Through its initiative “Har Ghar Adhikar Abhiyan” (Right to Every Household), the party seeks to extend the legacy of its earlier rights-based legislations like the Right to Education, Right to Food, and Right to Information.
Key promises include:
A Right to Employment and Right to Health for all.
A dedicated Startup Fund for youth and entrepreneurs.
Lakhs of new government jobs.
MSP-based assured crop procurement for farmers.
Village-level outreach through “Choupal” discussions, “Mai Bahen Maan Yojana,” and “Har Ghar Janda Abhiyan.”
Under the leadership of Mallikarjun Kharge and Rahul Gandhi, Congress aims to revive its grassroots appeal by targeting marginalized groups - Dalits, women, and backward classes - through this rights-centric framework.
RJD and Tejashwi Yadav: Empowering Women, Stimulating the Base
RJD leader and Leader of the Opposition Tejashwi Yadav has focused his campaign on economic empowerment of women. The party has introduced the “Mai Bahen Maan Yojana”, which promises a monthly assistance of ₹2,500 to economically disadvantaged women. The initiative, also endorsed by the Congress-RJD alliance, has drawn attention as a significant step toward financial dignity for women.
NDA (JD(U) + BJP): Governance, Stability, and Development
In response to the opposition’s populist promises, the NDA alliance is pitching performance as its primary promise - highlighting “governance and progress” as its defining agenda.
Key commitments include:
Expansion of insurance, power, education, and infrastructure projects.
Direct cash transfers to 1.25 crore women, each receiving ₹10,000.
125 units of free electricity per household.
Social security pensions raised from ₹400 to ₹1,100.
35% reservation for women in police recruitment and 50% in panchayats.
For youth: ₹1,000 monthly stipend for two years, 10 million jobs, and 6,000 internships.
Support for women entrepreneurs, including a ₹10,000 start-up grant and loans up to ₹2 lakh.
Through these schemes, the NDA seeks to maintain its image of “Sushasan” (good governance) while connecting with multiple social segments simultaneously.
Political Perspective: Promise or Populism?
The pre-poll climate in Bihar reflects a war of guarantees, where welfare pledges are reshaping voter engagement.
Merits:
Rights-based politics rekindles hope among the poor.
Focus on women’s welfare and youth employment creates social resonance.
Grassroots campaigns build direct citizen connection.
Challenges:
Implementation demands significant financial strength and central assistance.
Promises must translate into policy, not remain as rhetorical formulas.
Opponents may dismiss them as “jumlas” (empty slogans).
Conflicting promises across parties could create policy contradictions post-election.
As the election season intensifies, Bihar is witnessing not just a contest of ideologies, but a battle of dreams and deliverables. Congress and RJD are betting on rights and entitlements to inspire voters, while the NDA leans on performance and continuity to retain trust.
The larger question remains - which promises will survive beyond polling day and turn into governance realities? The answer lies only weeks away, when the people of Bihar cast their verdict on who delivered not just words, but a vision for the state’s future.
