Modi’s AI Diplomacy: Strategic Outreach to UN, Mauritius, Sri Lanka and Slovakia

Prime Minister Narendra Modi used the AI Impact Summit in New Delhi as a platform to combine technology diplomacy with strategic bilateral outreach, holding separate discussions with leaders from Mauritius, Sri Lanka, Slovakia, and United Nations Secretary-General António Guterres.

While the summit focused on artificial intelligence, the conversations went beyond technology alone - covering global governance reforms, regional security cooperation, trade expansion, and emerging digital partnerships.

AI Governance and the Role of the United Nations

In his meeting with the UN chief, Prime Minister Modi underlined that artificial intelligence is not merely a technological advancement but a transformative force that will influence global development patterns. He stressed that institutions like the United Nations must help ensure AI frameworks are fair, transparent, and accessible to developing economies.

The discussion included the broader issue of representation within multilateral institutions. India reiterated its long-standing call for reforms that provide greater voice to countries of the Global South. The Prime Minister emphasized that as AI regulations and standards take shape globally, emerging economies must be involved in drafting those frameworks rather than simply adopting them.

India’s approach positions AI as a developmental tool - particularly in sectors such as agriculture, public service delivery, climate resilience, and healthcare - areas where scalable digital systems can directly impact citizens.

Strengthening Indian Ocean Partnerships

Prime Minister Modi’s meeting with Mauritius Prime Minister Navinchandra Ramgoolam reflected the enduring strategic importance of the Indian Ocean region. Mauritius remains one of India’s closest maritime partners, and the talks focused on deepening cooperation in digital innovation, maritime security, and economic collaboration.

Both sides reviewed ongoing projects and discussed expanding collaboration into next-generation sectors, including artificial intelligence applications and technology-driven governance systems. Regional stability in the Indian Ocean was also a key topic, with both leaders reaffirming coordination to maintain security and economic resilience in the region.

Expanding Economic and Technology Ties with Sri Lanka

Engagement with Sri Lanka centered on strengthening economic integration and supporting long-term development. Trade facilitation, infrastructure partnerships, and digital transformation initiatives featured prominently in the discussions.

India’s digital public infrastructure model - widely recognized for its scale and efficiency - was discussed as a possible template for collaboration. The leaders explored avenues for accelerating connectivity projects and encouraging private-sector investment, particularly in technology and renewable energy sectors.

The talks reflected India’s broader neighborhood-first approach, combining economic assistance with innovation partnerships to create sustainable regional growth.

Broadening European Cooperation

Prime Minister Modi’s discussions with representatives of Slovakia highlighted opportunities for expanding India-Europe industrial and technological cooperation. With Slovakia’s established manufacturing capabilities and India’s expanding technology ecosystem, both countries examined possibilities for joint ventures in high-tech manufacturing and AI-driven industrial processes.

The dialogue signaled India’s interest in diversifying trade and innovation partnerships within Europe, particularly in areas where advanced research and industrial expertise can complement India’s market scale and digital growth.

AI as a Strategic Connector

Across all meetings, artificial intelligence served as a connecting theme. However, the emphasis remained on inclusivity and responsible deployment rather than rapid, unchecked expansion. India’s position reflects a balancing act - promoting innovation while advocating ethical standards and equitable access.

By combining bilateral diplomacy with multilateral engagement at the AI Impact Summit, Prime Minister Modi signaled India’s intent to shape global technology discourse while reinforcing strategic relationships across regions - from the Indian Ocean to Europe and within the United Nations system.

The series of interactions underscored a clear message: emerging technologies like AI are now central to diplomacy, economic strategy, and global governance conversations. India is positioning itself not just as a participant, but as a stakeholder seeking to influence how that future is designed.
